What does Top 1%, Top 0.1%, Top 0.01% mean?

My mother pointed out that I never clearly defined what I meant by Top 1%, Top 0.1% and Top 0.01%. So returning to the Excel file posted on the web site of Emmanuel Saez (Professor of Economics at Berkeley): In 2004, you would have needed an income of at least:

$250,995 to make the top 1% $837,892 to make the top 0.1% $3,642,236 to make the top 0.01%
